Luigi was in deep trouble. The key to his room didn't work, and according to the rules the strange bear set up, he'd be severely punished for breaking that rule. The Butcher couldn't help but figure that the key was indeed the true motive, in order to get him to kill someone and take their key. Thinking about everyone he saw so far, he actually entertained that possibility... "No, wait. If I killed anyone it'd be obvious it was me. This is bullshit any way you spin it. Fuck this, I'm going to ask the bear."
Ultimately having decided against it, Luigi walked around on the deck, because that was the last place he saw him in and he had no better idea on his location anyway. "Maybe I should talk to him in secret. Being seen with this guy would be much, MUCH worse for me than the knife. Although, that may cause everyone else to leave me be, which would be a good thing. Or they'd off me right away. And that'd suck immensely. A young talent like me being brought to hell to atone for my sins? Yeah, not gonna happen. No matter how I spin it, I'm fucked."
The black-haired butcher then groaned in frustration. "Where the hell is this thing!?", he thought. Making sure nobody else was in earshot, Luigi said "Oi, Captain Teddy, I need you for a sec." "I'm fucking dead if someone heard me."

Monokuma was thriving in the wondrous despair that each of the students were going through. There were still some who had ‘hope’. Oh, that would soon be beaten out of them. It was only a matter of time until someone killed another student. Especially the richer ones, who weren’t used to not eating. Then again, even those who could go without eating wouldn’t survive too long without eating. Oh, that would be bad if these kids held out hope for so long. Nah, it wouldn’t happen. If worst came to worst he could manipulate one of them into killing another more actively than taking away their food. Monokuma watched as the kids interacted with one another, slowly picking out his favorites, the ones who would inspire the most despair. He was quite happy after killing the Heroine, the traitor, that stupid girl that the Future Foundation had placed here to prevent what happened in Hope’s Peak from happening, placed here just as that first murder took place, that delicious, delicious murder. Too bad for those idiots, he was smarter than them and killed her before she could do anything about it. And they saw it too, Monokuma was sure. Anytime they tried to change the channel, it would just flip to another one of their ‘safe zones’, and if they tried to turn off any screen, well, then it would just flip to another game. Oh, Monokuma loved the despair he wrought to the world, and connected with the other Monokumas in the other locations, he got to experience everything all at once. In his wonder, he found that someone was calling him. He looked at his cameras in his chambers, spotting the butcher on the deck, asking for him. Monokuma laughed and used a special secret hidden power (or y’know, a secret passage built just for him) appearing right behind the butcher. “That’s Captain Monokuma to you.” Luigi Sanguene

Luigi was startled and turned around very quickly when he heard the bear's robotic voice. He hated the fact that he fell for a silly jumpscare, but even he knew that the bear was the boss. "Ah, so Monokuma is your name, eh? Gotcha.", he replied, while trying to keep his cool with a questionable amount of success. Looking at the bear, Luigi still couldn't help but think that the eyepatch and pirate hat were pretty sweet looking. "This murder bear's got style, that's for sure."
The butcher then shook his head in order to snap him back into the real world. "Alright, Captain. Let's get straight to the point. My key doesn't work.", he plainly stated. "And I don't wanna be the one that finds out what the punishment for... What was it again?" He then looked at his e-Handbook in order to look at the rules one more time. "Right. Rule 4.", he continued. "Surely you can help me fix the key, right, Captain?" "Ugh... Being respectful to this thing really sucks, but looks like I've gotta swallow my pride for this one."
Luigi hoped that the bear wouldn't give him the answer he thought he'd say. Monokuma

Monokuma laughed when Luigi jumped when he appeared behind him. Oh, it was fun to make people scared of him. Made it so much easier to let despair take them over, easily sliding in where the fear rested, and slowly snaking its way throughout their entire mind and controlling their thoughts and actions until one of them snapped and killed another for the hope of survival, because killing would be their only hope, a terrible, terrible act of great desperation, of great despair. The bear grinned when Luigi called him captain. Oh, such nice flattery, he would blush if he weren’t an animatronic bear programmed to bring despair to this ship. Regardless he put his hands in front of him and looked down as if embarrassed by such a kind compliment, when it was just the kid showing him the proper respect he deserved. “Well, since you asked so nicely,” Monokuma took the key and looked at it, realizing his mistake. Thank Junko that the kid didn’t try to use the key on any other door, especially not the Captain’s Chambers, which the key was actually for. He cursed himself for making such a fatal mistake, but thanked his lucky stars that it was discovered before Luigi discovered the key’s true purpose. “Oh look, it is broken.” The bear tucked the key away and disappeared into the ground again. Within seconds he appeared behind Luigi, hoping for another scare, though he wasn’t sure if it work a second time. “Brand new key. It should work.

"Oh, looks like the key was broken after all..." Luigi prepared himself for something the bear would do when he disappeared into the ground. Suddenly, Monokuma appeared right behind Luigi again.
This time, the Butcher wasn't startled or scared at all. He slowly turned around and looked at him with a face that said 'Really? Was that necessary?' and sighed. Regardless, Luigi held a new key in hands and then bowed in front of Monokuma as a sign of appreciation.
"I really don't want to get on this thing's bad side. I can't use a bazooka shot to my stomach at all."
He then said "Thanks, Captain Monokuma." and was on the way to see his room.
"Thank goodness he didn't want me to kill someone so I could steal their key." He sighed in relief.
